In the Lok Sabha (House of the People) Members of Lok Sabha have a right to sit and speak. Only exceptions are the Ministers who are entitled to sit and take part in the proceedings of Lok Sabha though some of them are elected for Rajya Sabha. Another exception is the Attorney General of India who can sit in the House and participate. Pl note that the Ministers and the Attorney General of India who are not elected for the Lok Sabha can not vote during any proceedings.
